LOCATION: Xiaoshan, Hangzhou, Zhejiang
REPORT TO: General Manager

General Description: Be responsible for order taking, material & production planning, procurement to ensure that customer orders are fulfilled on time. Know how and when to purchase the best quality materials at the lowest possible price. Monitor inventory through ERP system, make best use of materials & improve inventory turns. Collaborate with teams to achieve cost reduction targets.

Responsibilities:
- Coordinate with cross-functional teams to develop the best economic strategy for production planning to support customer demand. 
- Arrange and publish order fulfillment schedule according to sales orders, track progress of production, improve on-time delivery.
- Conduct market survey and analysis of material cost and prices, build up material purchasing resources, negotiate major contract terms.
- Team up with Engineering to develop specifications for the needed supplies, equipments or service, source new goods or contractors.
- Make purchasing plan based upon analysis of sales forecasts, historical material usage & operation requirements, ensure suppliers deliver qualified goods on time. 
- Work with Quality Department to drive supplier performance improvement and conduct regular audits to ensure the suitability and availability of supplies over time.
- Oversee inventory levels and stock-out rate to minimize overall stock value, approve the disposal of obsolete or surplus materials to ensure economic operation.
- Update suppliers & price information to Finance & IT Departments as required.
- Assist the sales department with proposal efforts.
- Maintain integrity and credibility of procurement system, adhere to laws & code of ethics.
- Propose policy optimization, update and optimize the procedure and process flow.
- Provide coaching and mentoring for subordinates, supervise on their daily work.
- Other duties as assigned

Qualifications:
- Bachelor’s degree in Engineering, Commercial or Equivalent.
- Minimum 8 years experience in related area, including 2 years in managerial role. 
- Experience in manufacturing MNCs with ERP/MRP knowledge is compulsory.
- Experience and knowledge in steel, tools or equipments manufacturing processes is preferred.
- Able to drive projects initiative & aggressively and with high cost sense
- Excellent communication and negotiation skills, able to network and deal with suppliers.
- Analytical skills and the skills to expertly plan and organize functions.
- High integrity, teamwork, self motivated and able to work under high pressure.
- Leadership skills, able to delegate work, evaluate performance & motivate individuals.
- Good command of English.
- Proficient with MS Office Suite

Job Summary:

Responsible for the efficient operation of all activities dedicated to producing a quality product at the lowest possible cost.  Manages operations so as to maintain highly-skilled, efficient, cost-conscious work force.  Oversees scheduling of production to maximize throughput while satisfying Customers’ needs for product.   Implements processes to measure productivity, costs, inventory levels, Customer ship dates, utilization of raw materials, quality levels and Customer complaints.  .  Implements company policies and procedures.  Accesses personnel on a periodic basis to develop skills to obtain optional results.  Implements Quality processes to obtain ISO-9001 certification.  Sits in on all Corrective Action meetings and develops preventive actions as necessary to correct any operating deficiencies. 


Job Duties and Responsibilities:
1. Plans, organizes, and implements the necessary controls and measurements to insure efficient, cost-effective manufacturing operation that obtains its objectives in the area of Productivity, Cost, Quality and Customer Satisfaction.
2. Develops operating budget, measures results against plan and develops actions to correct any deficiencies.  Reviews monthly results, communicates results to all plant personnel to keep them informed and involved.
3. Develops formal Performance Plans in Halogen for all direct reports; implements review process to enhance performance against plan.
4. Processes all production to minimize required inventory by utilizing it to attain maximum output and minimum off-quality inventory.
5. Evaluates part specifications and costs on a regular basis including labor and overhead and makes recommendations for cost improvements for the Company.
6. Implements Company policies and procedures including, but not limited to, personnel, financial, safety, environmental, quality and salary administrations.
7. Implements, communicates and develops means and methods to keep employees informed, involved and active participants in the ownership of the processes.
8. Meets Customers as requested; conducts plant tours; resolves Customer complaints and follows up to insure corrective and preventive action is effective.
9. Serves as a regular member of the CAR meetings to insure all internal and external problems are resolved in a timely and effective means.
10. Supports development plans and activities to insure plant maintains ISO-9001 certification, including Quality policies, procedures, instructions, training and documentation.
11. Develops, communicates and implements cost-reduction suggestions and ideas to improve overall operating results.
12. May recommend purchase or approve purchase of raw materials and MRO items to insure minimal inventory levels are maintained and best cost, service and delivery are obtained.
13. Responsible for plant safety, health and environmental policies and procedures implementation; insure monthly audits are conducted and develops corrective action as required. 
14. Develops overall materials requirements plans based on forecast and schedules plant production on a daily basis to insure maximum output while achieving quality standards and Customer requested delivery dates.
15. Responsible for the enforcement of company EEO/ADA/AAP/Sexual Harassment policies and procedures.

Education
• Degree in Mechanical, Electrical, Industrial or Manufacturing Engineering desirable or equivalent in experience
Work Experience
• Up to five (5) years successful experience in a manufacturing plant as a Process Engineer, Manufacturing Engineer, or Engineering Supervisor; experience in small operation, preferably where incumbent would have had multi-tasks responsibilities; minimum of one(1) year of experience in a Production Control or other Materials function, preferably in a plastics operation.
